Flea infestation and tartar on lower teeth

    Hi all,
    I am new here and need your advice. I have a 17-year-old male Bichon Frise who up until now has been in good health. In the last month or two he has acquired a flea infestation where he is scratching constantly. I have given him a flea bath twice with no cessation of his fleas. He is an indoor dog, so I am not sure where the fleas came from. Also, since I have been out of a job, I have not been able to take him to the vet and now he has tartar buildup on his lower teeth to the point his breath smells really bad. He will not let me brush his teeth. I have put additives in his water to try to control the tartar, but that did not help.

    What would you suggest for me to do for both his fleas and tartar buildup.
