Well, he at least attempts to.

It kinda looks like the horse is way more interested in eating grass than going for a walk, huh?

Haha, it looks like this dog is having fun, he is wagging his tail constantly. It's surprising he isn't scared, the horse is so much bigger than him.
Also, the horse is unbelievably patient:p

I don't think dogs really understand their own size ever, though. That's why tiny dogs will still attack big dogs, even though the big dogs could eat them alive. They were probably raised together or trained to do that, too, so maybe it's normal for both of them.

Jessi, I couldn't agree more, this is very true - dogs don't understand their own size at all, especially small dogs have problems with it. I know one particular Yorkie who is completely sure that he is as big, as the largest dog in the park. Or even bigger:p

LOL. That's what I call Small Dog Syndrome. Maybe it's because most owners baby them :p and they think that they're dominating everybody. Imagine something like this happen.

Small Dog: Hey Woman! I am wagging my tail. Give me my belly rub!
Owner: Aw, you want your belly rub, Snuggly Poo?
Small Dog: Look, here's the deal. You obey my orders or I bite you. (small dog bares his teeth)
Owner: Isn't that cute of you?!? Showing your itty bitty teeth to me. (owner gives small dog a stroke on the back).
Small Dog: That's more like it! Now, my belly! (small dog lies on one side)
Owner: You're really such a charmer. (Owner strokes small dog's belly)

    LOL.
